Matisse began as an accountant with a penchant for gambling and getting into trouble. That trouble was never much of the illegal kind, after all, Matisse planned on living a nice quiet life. When that plan failed, Matisse managed to dodge the consequences of a few shady enterprises by enlisting with local law enforcement under a false name.
He ended up joining the Organization as a field agent after his work as an investigator ran him into a few Hands of Twilight. He lost a few friends, his worldview, and another identity. The Organization found him shortly after that. He volunteered before the recruiter could even make the offer.
Plot Hook: The Hands have infiltrated a few local precincts and are using their positions to hold innocent people in jailhouse cells. Matisse doesn’t know for what purpose, but knows they need to be saved. The whole situation is giving him flashbacks to more painful times. The party will have some complex moral decisions to make. They won’t know which officers in the precincts are Hands and which aren’t. The same with the people being detained. Which are innocent captives and which aren’t?
